openconfig: remove requirement for suricata.yaml to start with %YAML 1.1
Description
I think we are well past the days where someone might try to load a Snort configuration file into Suricata, and I find having to start files with %YAML 1.1\n--- a minor annoyance these days as no other tools require this for their YAML config.
