Description

As per discussion in https://github.com/OISF/suricata/pull/12846 it was suggested to not create TX queues when we run in IDS mode. While unsure of the potential impact it may have on the driver configuration, we come to a middleground solution (for now) that on zero descriptors in IDS mode, no TX queues would be created.
