commandline: introduce --enable-all-outputs switch

Description
For the purpose of testing and QA it would be beneficial to have "--enable-all-outputs" switch as a cmd command parameter.Just like we have --simulate-ips.

there are different output ways as well like redis, so what would be the suricata.yaml you would "use" as a base for that?
I care mostly about file, because in my QA I just want to make sure the actual logging paths are active. I guess another way to approach this would be to add a configure flag --enable-qa or something, that just enables all the features in the default config.
