tracking: options for simulating various exceptions

Description
Add commandline options for various types of exceptions, to be specified per packet number (pcap mode):
- packet loss
- memcap hits
- app error conditions
- Related to Task #4773: research: IPS behavior wrt resource limits added
- Related to Task #5319: add `alert-queue-expand-fails` command-line option added
- Status changed from Assigned to In Progress
