Based on the comment here: https://github.com/OISF/suricata/pull/8592#discussion_r1134696707

Some work was done in https://github.com/OISF/suricata/pull/8862/commits/150db7871f2ad45b1e5ec205bdad3a0d922b603d

but wasn't merged due to make distcheck failures that must be investigated.
Also requires a review of the proposed structure.
