ppa: move Suricata provided rules from /etc/suricata/rules to /usr/share/suricata/rules

Description

The 7.0 PPA still uses /etc/suricata/rules for engine provided rules, however source install of 6.0 and 7.0 no longer use this directory, instead they use /usr/share/suricata/rules.

For 7.0 we should make the change. I'll leave the thought of 6.0 to you however, as it could be a breaking change.
