configure script does not seem to take into consideration --with-libpcap-includes option (msys/windows)

Description

Hello, I am trying to build suricata from msys windows but its generated configure script is unable to found out my winpcap header files and I am passing its path by using the option `--with-libpcap-includes`.

Follows attached a screenshot illustrating the issue.

Is there some other steps that I forgot? I installed winpcap by myself (and the configure failed). I installed pcap with pacman (pcap-devel) and yes, it continues failing.

I am giving it a try from branch 7.0.7.
